TLDR : Answer Summary
You can generally apply for a Non-Immigrant visa in Thailand if you have at least 15 calendar days remaining on your tourist visa. However, this requirement may vary by location; some offices, like in Chiang Mai, may require 15 business days instead. It is advisable to check with your local immigration office for specific requirements and financial criteria based on the type of Non-O visa you wish to apply for.

Financial requirements will also vary by office and type of non-o you want to apply for. You really need to speak to your local immigration office

That depends on which immigration office you want to apply for an in-country Non-Immigrant visa.

In most provinces such as Bangkok, Phuket, etc, you need to have 15 calendar days or more remaining with your current stamp when you apply for a visa.

There are several offices that require you to have 15 business days or more. For example, Chiang Mai.

Check with your local immigration office for their policy.
