You can only apply online but you must do so using the consulate that serves the area where you are physically located. There are no consulates in Thailand so you can't apply from there

You can apply at any embassy as long as you are in that country at the time (but maybe not laos ๐)

Not Laos as both there require in-person payment.
But any embassy can request you to come in for an interview, and that has actually gotten more and more common lately. No one can guarantee any embassy will not require that.
