I'm currently on exempt until 6th and hopefully come back in on a TR and stay until April.

 Question Is this possible and wd I be able to apply via new online system before I leave ?

If you qualify for visa exempt then there is little point in getting a TR. it may offer a slightly easier entry but offers no guarantees.

You apply at an embassy or consulate outside of Thailand. You need to be in that country to apply.
