TLDR : Answer Summary
Once you obtain a DTV visa, you are not required to go directly to Thailand and can travel to another country without canceling your visa. The DTV visa is valid for 5 years with multiple entries, so you have a considerable period to enter Thailand.

If you mean you are approved for the visa, then the answer is you can go anywhere before going to Thailand.

During the processing of the request you should stay in the country where you apply until they decide about your request.

If you mean after you have obtained it, no it doesnt matter.

You only need to turn up sometime in the 5 year validity period.
