Hi everyone would anyone be able to tell me whether a child under the age of three ( too young to attend school) can accompany a parent under a guardian visa?

What is a "guardian visa"? Is this a Non-O visa based on raising half-Thai child, OR is this a Non-O visa based on supporting a foreign born child?
