TLDR : Answer Summary
Yes, a non-Thai child under 3 years old can potentially obtain a visa if enrolled in a school or nursery. The parents must ensure the school provides the necessary documentation for a 90-day Non-ED visa, which can be extended for a year. However, the child cannot apply for a visa if in overstay. Additionally, the child's parent can apply for a Non-O visa provided they have 500,000 baht in a Thai bank account for at least 30 days before applying for the extension.

that would be between the parents and the school they're enrolled in as far as if the school can supply the correct documents so the child could get an in country 90 day Non-ED visa and then a year extension after that. Of course that is under the premise that the child is NOT currently on overstay here (which has no penalty but stops them from getting a visa in country of any type)
Now as far as the parent of a foreign child they would need to have 500K baht in a thai bank account in their name only to apply first for a 90 day Non-O visa based on caring for a child and then that money needs to be in there for 30 days before they can apply for the year extension.
AFAIK; the parent can't get that visa type without the child being on an ED visa though.
which while an interesting tidbit doesn't negate the fact that unless I'm mistaken the child couldn't get a visa issued inside the country ๐ They'd have to exit/re-enter to get on a visa exempt entry stamp to begin getting the visa.
As I said GO talk to the day care or kindergarten they're enrolled in and see what they say. And there's no harm in slogging out to the immigration office with their passport and birth certificate to see if I'm right or wrong about the visa issuing for a foreign child born in thailand.
I could be wrong but I believe they can't get a visa issued in the country without having some entry stamp ๐
