It seems that there is a period during which it's possible to renew a driving licence after it has expired without have to start the process over again from the beginning (Maybe some months ?).

No, don't worry about that...Proof of residency in Thailand is not a required document to apply for a Non O visa at Vientiane Thai Embassy...I just asked you for information.

How much did you paid for the Lao visa at Nong Khai Bridge ? 40$ maybe ? Did they ask to pay with US Dollars or Thai Baht ?

Don't worry, 2 working days to pick up back your passport is the standard procedure now at Vientiane Thai Embassy.

Did they ask you for a proof of residency in Thailand as rental contract or TM30 receipt of notification ?
