 I know it’s such a lengthy process and I found there’s no sufficient guideline from the Thai government website either 🤦🏻‍♀️

and as per screenshot, it said Visa extension in the case of being a member of a Thai national. The husband has to have 400K in a bank account in Thailand for the past 2 months . So I assume this refers to a Thai bank account that my stepdad has to hold the funds.
