Embassy are not the real problem, the problem is the immigration when coming back.

Easiest one is the one in Vientiane.

Penang was ok if you have ALL the required documents. I meet an agent there who could do it for 2k bahts (I didn't use his service tho).

Savannakhet. However, it depends on the type of visa previously held. No issue getting a visa if you've been on marriage or non-Bs. More of an issue of course if you've been living in Thailand on consecutive tourist visas. Even Savannakhet will eventually say no if you've had a few, but like most consulates they're more likely to have a problem if you've had consecutive tourist visas issued by them than if you've been shopping around at different consulates for each application.

The easiest would be the one in your home country / country of residence. Get an e-visa from there and save yourself the hassle. Can be done fully remotely (from everywhere in the world).

What previous visas? If you've had a succession of non-B visas over a period of time, for example, there should be no problem. A buddy of mine is 15 years on non-B

Difficult to say but I'd go with the Consulate in Savannakhet.

All of the embassies in SEA have tightened up since Covid. They are very strict with their requirements, many now require an appointment, and they're not all that willing to hand out visas to people that have been spending a lot of time in Thailand.
