TLDR : Answer Summary
The Vientiane consulate is regarded as the most user-friendly for obtaining a Single Entry Tourist Visa (SETV), requiring fewer documents than other locations. Key advantages include no need for proof of funds, onward travel, or hotel bookings. Other options mentioned include embassies in Cambodia, the Philippines, and Vietnam, though they are less favorable compared to Vientiane. Travelers are advised to apply in person to ensure a smoother process.
And if you have a history of long stays in Thailand with back to back exempt border entries with extensions, and varied visas...do not fly into Thailand. Use Nong Khai border after getting new Tourist visa at Vientiane ...just my two cents of advice.
we have 3 SETV (90days) with breaks of 1 month between them.. now outside and trying to reduce chances to fail. Will fly to wherever required to make sure we will get in.

Might I suggest you apply for Tourist Visa at Vientiane Laos. Take van from Udon Thani to border and back...apply morning first day, pick up afternoon second day. That gives you 60 days plus opportunity to extend for 30 days at Thai Immigration office in Bangkok.
Vientiane is hands down the most user friendly thai consulate out there. They do not require proof of funds, proof of onward travel or proof of a hotel booking.
All the rest of the thai consulates are NOT bad to deal with as long as you meet ALL the requirements on their website BEFORE you apply for the visa
