You can use visa exempt entries BUT if you travel by land you can only do it 2 times, if you do it multiple times by air in short span of time you should be ok as long as you have outward travel, you might get questioned though.
It mostly depends on your itinerary and how long you plan to spend in Thailand, but again if you want it to be smooth just get a multi entry tourist visa.

Minimize the numbers of bordercrossing, and it will be much simpler.
you could enter on a 30 day exemption then go to Cambodia and Vietnam then return to Thailand on another 30 day exemption that can be extended in country for another 30 days if you need it.

You need to get the multiple entry BEFORE going to Thailand. Typically it's only offered online and you need to apply before you are going. When I do them I apply a month before and usually get it within a day
If it’s only for 90 days you could just apply for a 60 days regular tourist visa and do a 30 days local extension and buy a multiple re-entry permit at the immigration or the airport when you leave. I don’t think you’ll get re-entry on the last 30 days extension (only the initial 60 days tourist visa), but you can anyway just leave and re-enter on visa exemption the last month.

You would need to contact your embassy. Look for multiple entry tourist visa if they offer it. This would give you multiple entries within 6 months (60 days each time)

You need a tourist visa for 60 days and then get an extention for 30 days when you arrive. (However this depends on where you live)
with a German passport you'll receive a 30 day stamp every time you enter Thailand (it's called visa exempt).
You state you need multiple entries, so if you'll be leaving Thailand at least once every 30 days then you don't need to worry about a visa at all. Just get Visa exempt each time you return.
If your first trip out of Thailand will be within 31-60 days of your arrival, then you should apply for a tourist visa through the evisa website and that will give you 60 days when you arrive. Then during that time you would leave and return and get another 30 day visa exempt stamp.
Each entry with a tourist visa or visa exempt can also get a single 30-day extension from your immigration office in Thailand.
