TLDR : Answer Summary
A German passport holder can enter Thailand without a visa under the visa exemption rule, granting a 60-day stay upon entry. This period can be extended by an additional 30 days at an immigration office for a fee of 1900 baht. After this, if traveling outside Thailand and re-entering, the process can be repeated, allowing for a total stay within the planned 90 days.

Each 60 days visa excempt can be extended 30 days at a Immigration office for 1900 Baht, and will keep the number of bordercrossings ( and expenses ) down.
so the plan is to go to Cambodia 4 days after arriving in Bangkok for a week. One month later 3 weeks on vietnam and then 3 weeks in thailand. Is this possible with visa on arrival?
