Has been a report like that from Vientiane. Unverified.

There was also a report from someone I've met personally who was rejected in Phnom Penh a week after he applied. They refunded his money though and didn't put anything in his passport. He got the visa successfully a week later in Vietnam.

Paying is a part of the applying proces.

You could potentially be rejected if the Immigration Officer sees that the application is made between the arrival and the departure stamp, i.e. you have applyed online from inside of Thailand.

The fee is non-refundable.

some of my friend already got DTV like that at Yangon Thai Embassy.

In Myanmar (Yangon), If you don't get the DTV visa, you don't need to pay USD 400.

On the first day, they check doc and interview the candidate at 2:00PM if needed they will request the additional doc.

if you have the complete doc, you pay USD 400, and next 2days you pick up your passport at the embassy.
