Is this a valid 90 day report? Yesterday I extended my ED visa and found this paper stapled in my passport. Looks like they did a 90 day report for me. However I left Thailand last month with a re-entry permit and came back on Nov 23. I thought a 90 day report can only be done 15 days in advance? My 90 day report shouldn't be due until Feb 21.

TLDR : Answer Summary
The paper you found in your passport after extending your ED visa is not a valid 90-day report. Instead, it is a notification of the next 90-day report due date, which is calculated from when you applied for your initial extension. You are allowed to report your 90-day status 15 days in advance. In your case, since you returned to Thailand on November 23, your next 90-day report is due on March 13, 2024.

No, it's not 90 days report. It's a notification for your next 90-day report due date. Your 90-day counting usually starts when you apply for the first extension. Your next 90-day report due date is on 13 March 2024. you can report from the day 15 days in advance.
If they really did your 90-day report with your other application (sometimes they do), they would give you a 90-day report receipt (sample attached), instead of a notification like that.
Thanks for the info. What if I get another re-entry permit and leave Thailand again? Will my first 90 day report still be due on Mar 13? Or will it be 90 days from the day I come back to Thailand?
If you keep leaving and re-entering while on an ED Visa you're going to get quizzed on why you're not in classes. Get a letter from your school to say you have been attending and that they are ok with you leaving for a short time.
