TLDR : Answer Summary
For your sister and her husband visiting Pattaya for a month on US passports, a TM30 reporting is necessary to notify the authorities of their stay, particularly if they might extend their visit. This can often be handled by the landlord or condo management online. However, if they are not using immigration services and their stay is strictly under 30 days, there may be no requirement for immediate reporting. It's recommended to confirm this with local immigration authorities or the condo management.
I arrived last week and when I asked immigration that same question at the airport I was told not needed anymore if your using visa on arrival. I had my Thai wife ask again and they answered again not required for visa on arrival.
If they are only staying for a month and don't plan using immigration at all, you don't need to worry about it. TM30 is only needed at the time of using immigration.
If there's any chance at all they might want to extend their stay, then definitely make sure you file within 24 hours of them arriving as Jomtien immigration is not nice about these things.
You should be able to just send a copy of their passport to the owner/landlord who would file it.
