TLDR : Answer Summary
When hosting a foreign friend in Thailand, you may be required to report their stay to immigration using the TM.30 form, which must be submitted within 24 hours of their arrival. However, local immigration practices can vary; in places like Bangkok, enforced reporting is often less strict, while areas like Chiang Mai may impose fines for non-compliance, especially if an immigration issue arises later, such as for visa extensions. It's generally recommended to check local requirements and consider reporting if your friend may need to deal with immigration in the near future.

the real way the TM.30 works IS
IF you have no reason to go to the immigration office <-(meaning you don't need to go for an extension, a re-entry permit, a 90 day report, a residence certificate or any other immigration related stuff) you really don't need to file a TM.30 for yourself or your friends who stay with you because the immigration office won't know about it at all.
I know that sounds like it is circumventing the rules BUT the immigration office ONLY catches people for failure to file a TM.30 when they go to the immigration office to do something there.
the thing is more and more immigration offices ARE getting hard core about the TM.30 not being filed when people are applying for extensions on 30 day visa exempt entry stamps and 60 day tourist visa stamps.
Chiang Mai doesn't care about a TM.30 IF you are only getting a 30 day extension but for every other extension they are hard about it too.

That’s exactly what I was trying to say

Yes, I recently received a 2000b fine, in BKK.
Dave ********
I literally was in the country for 2 days. Went to the immigration office and copper a fine. I was reapplying for marriage visa after arriving on tourist visa (exempt for Aussies). Twas informed I didn't advise my residence and was fined 2,000b in Bangkok. It is what it is. Cannot argue with them. Just smile and say sorry, pay the fine.
like I said there is no requirement to register via the TM.30 form in bangkok. Other provinces yes, but not in bangkok. They wouldn't care in the least if you did or didn't file a TM.30.
Plus most immigration offices that are hard core about the form only require a TM.30 to be filed IF you return from overseas,
Dunno what you were fined for..
Dave ********
Nope. I have multi entry marriage visa. I only stay for less than a month. I have not ever had the need to do a 90 dwy report The fine was for not registering at a condo of a friend, although not was literally 2 or 3 days.

There is NO requirement to do a TM.30 (alien in residence) form in Bangkok
plus if you were fined for failure to file a TM.30 for it would have been for 1600baht
I think you were fined 2000baht for failure to do a 90 day report on time. ;)

It will just become relevant if they need to do 90 days report. It was never an issue with visa extension

Grant Wills I can not tell you why. I only noticed than about 12 years ago a black box was introduced into Krabi Immigration, it was connected with a screen and a keyboard. And suddenly things start changing, just with a scan of your passport all info comes now on the screen. Immigration does not need to climb stairs and search cabinets for older copies. Same as in the 60's, into late into the 80's you would write this on paper, put it in an envelope and send this story to my using the mail man, now U use the same black box. Handy things those computers.

I have 3 now. On the back of my Thai drivers licence (that I needed a residence certificate from Immigration to get, my 90 day & now the TM30. Ours is not to reason why but to do or die.

Robert Lagas These laws have always been on the books (at least since the 60's but were never enforced that I know of) in the late 1980's & early 70's a little old man from imm used to climb 3 sets of stairs every week at my Guest house in Chiang Mai & dillangently copy every name staying at our Guesthouse, out at Sansai, Chiang Mai at our house my Thai wife said I needed to add my name to the house book & report it to the village headman but not to worry as they never check. As we were staying out at Sansai & running our guest house in CMX we quite often stayed at one or the other & technically I should report every move.
As for the TM30 I got my 1st one last week as Chiang Mai is now inforcing them I paid the 1600 THB fine. I have a 1 year retirement extension & also have had to get a 90 day clipped in my PP every 3 months (proof of address).
Why we need so many proof of addresses is anyone's guess.
We are talking about the same thing, only you from the past and I from the present. Some times things change, even with Thai Immigration enforcement.

That is why i wrote: "That is totally new, after reading reports last year that Chang Mai and Phuket enforce this registration of address.". This Tm30 reports came in force since last year.
Jul ******
Maybe we talking 2 different topics here. You Always need to register if you’re not on a tourist visa. In fact you always need to get reported but I have never gotten any problems if I didn’t get reported while I was on a tourist visa applying for an extension
Robert *******
It was given to somebody for Extension of Stay without registration of address.
Jul ******
They didn’t say which visa. As you said Non-Immigrant always needs TM 30. I got extension in Phuket
*******
And CNX several times the last time was about a year ago for tourist visa (Multiple entry)
Ivan ************
That says for a certificate of residence. You do need it for sure for that.
Robert *******
Phuket gives out this hand out if people need something from Immigration, but if she says we and immigration are wrong, who are we to discuss.
Ivan ************
TM30 is definitely needed to extend a non-immigrant visa in Chiang Mai, they won't give you the extension until someone pays the fine. I don't _think_ it is needed to extend a tourist visa- I think the chatter around this was regarding non-immigrant visa extensions and people just took it as all visa extensions in general.
Robert *******
That is totally new, after reading reports last year that Chang Mai and Phuket enforce this registration of address. But thank you for reporting that it is not needed anymore. btw When did you apply for Extension of Stay at both locations?
i got extension in Phuket amd Chiang Mai without any problems. I guess it comes down if you need to show them TM 30 or not. And that has never been the case for me if I was just doing an extension
Robert *******
Wrong. Some offices like Phuket, Pattaya/Jomtien, Chang Mai and a few others will NOT give any Extension of Stay without an registered address.

It also depends on whether the friend will need to deal with immigration. If they don't need to deal with immigration, to get an extension for example, it's not going to come up either. I am not sure even then that it matters in Chiang Mai for tourist visa extensions. It does for other classes, but I don't think it does for tourist ones. And the friend only has to be registered immediately before the extension anyway so they could just check in to a guesthouse for a night or two if they later decide they do want an extension. You'd have to live with yourself as a TM30-disregarding lawbreaker naturally if you don't do it. I don't know if you could live with that.
Robert *******
It does not matter how long somebody stays, it also does not matter what kind of Visa or Visa Exempt Entry somebody has. It is the duty of the land owner, house owner or house master (a Foreigner with a lease/rental contract) within 24 hours after arrival to report the foreigner using the TM30 form. BUT it depends on your Immigration Office, Bangkok don't care, Pattaya/Jomtien and Chang Mai will fine you 1.600 Thb if not done and you show up for what ever you need. Phuket even want a Power of Attorney if your landlord or house owner does not want to join you. So Yvonne,
, Hans, I hope you read this comment and use it in next comments.

What a pain. I guess I'll have to scan the copies I have so as not to annoy the landlady or just have my mother stay in a hotel.
Robert *******
You always need the Tm30 form, signed copy ID landlord and signed copy blue housebook.
Ambrosia *******
So, if I'm in Chiang Mai renting a house and a friend visiting stays with me, I (as the lease holder) can go to immigration with the friend to file the TM30. Do I need the full set of paperwork from the landlord or will a copy of my lease suffice?

It depends on which Immigration Office you use, please give Us that information first.
Hans ******
Yes house master declaration in 24 hrs. So the owner of the house.
Mike ********
How long is she staying for
