TLDR : Answer Summary
A U.S. citizen planning to visit Thailand for 30 days primarily needs a valid passport. Additional suggestions from commenters include having an onward ticket, as well as proof of sufficient funds upon arrival (typically suggested to be 20,000 baht in cash), although these requirements are rarely checked. An advanced travel authorization form is mentioned but not confirmed as necessary, with insights that U.S. citizens can stay up to 60 days under recent visa exemptions.
He doesn't have to fill anything out. In fact, he could stay twice as long(60 days) on just his passport that you say is no longer mighty. Lol. In fact, the Thai government has big concerns of losing lots of tourism from the West due to the Baht being stronger against the USD than it normally is(worst exchange rate since 19 months ago). 👍

Si. Need to fill advanced travel authorization form… Cause nobody respects the once mighty US passport any longer!
I understand that it’s a requirement. I’ve never had that much cash when I arrive and just get it from an ATM. Visited about 20 times I guess, but never been asked for proof
Currently he'll want to go back when he sees the exchange rate in Thailand after being in the PH w/the 56 pesos to $1USD rate. But he'll definitely want to come back when the Baht weakens later(and it will eventually)
