TLDR : Answer Summary
When applying for a SETV in Laos, you will need a hotel reservation or proof of accommodation in Thailand, along with an onward flight and proof of funds. However, specific requirements can vary by location; for instance, Vientiane may not require hotel bookings or an onward flight at the moment. It's important to check the latest requirements before applying.

My understanding is that Vientiane requires a bank statement but does NOT currently require hotel bookings or an onward flight. Unless something has changed in the last month.

Garrett Greenwald it's good to have if you have them anyway but there are no reports I'm aware of of Vientiane requiring them. As such booking a flight you aren't planning on using may not be necessary.

Proof of permanent residency is only required for Metv (permanent residency within Laos) . You will need to supply proof of hotel booking in Thailand or similar, onward flight out of Thailand and proof of funds (bank statements for embassy/Consulate)
