Why are tourist visa applications being rejected for those with more than 6 months in Thailand?

I have just been to the consulate in Savannakhet.

Anyone with more than 6 months in Thailand applying for a tourist visa are getting automatically rejected.

The lucky ones are successfully reapplying for transit visa (30 days) but they are few and far between.
