TLDR : Answer Summary
A Myanmar national can apply for a Single Entry Tourist Visa (SETV) at the Royal Thai Consulate in Vientiane multiple times per year; however, there is no official limit set by the consulate. Frequent applications may lead to a red stamp on the visa, indicating possible denial of future applications at the same consulate. It is advisable to apply for the visa at different consulates and to leave Thailand to apply for a new visa after exhausting the stay period and applying for an extension.

You can do an Extension earlier. Your Admitted to Stay period will be extended with another 30 days, you DON'T loose days by going early.

Just in case you were wondering what those red warning stamps look like

They look like this

Note that most likely on your third SETV from Vientiane, you will get a red stamp on your visa sticker, stating that you travel frequently under a tourist visa and you may be denied another one in the future. Once you have that red stamp, you will be denied by Vientiane and possibly some other Consulates.

The best advice is to change the consulates.

The tourist Visa is valid for 90 days, but on entry you only get 60 days. And you can apply for Extension of Stay for another 30 days. The Visa is a Single Entry so can only be used one time. There is no official limit, every consulate /embassy has their own. If they think you have to many they will put a warning stamp next to the Visa. To avoid this the advise is to visit other countries and apply at different consulates/embassies.

If you enter with a tourist visa you get a stamp admitted to stay 60 days. Before this ends you can extend once with another 30 days. Than you leave the country and buy a new Single Entry Tourist Visa.
