You simply can't blame this on individuals. Many embassies were not giving letters until late. People who went to immigration early were turned away and told to come back closer to the deadline. Then when they started, they gave people under consideration stamps telling them to come back in some cases as late as the 25th. Many offices had long lists of arbitrary nonsensical requirements.
It's not like there was some easy procedure that people just had to show up and register themselves to get an extension, they made it far more complicated than it had to be.
In Phuket you need to show that you’ve checked the visa application status online and that it’s already been “approved”. If so you’ll get stamped to Nov 30th. There is no further paperwork or payment needed. Just your passport and the receipt you got with the application.
