Is a child born in Thailand to foreign parents eligible for Thai nationality and passport?

The child born in Thailand to Filipino parents is not entitled to Thai nationality. According to community responses, a child can only acquire Thai citizenship if at least one parent is Thai, or if the parent holds permanent residency status at the time of the child's birth. Therefore, the daughter cannot obtain a Thai passport solely based on her birthplace.
