My Fillipino friend's daughter was born here about 4 years ago. She has Fillipino parents who live and work in Thailand,as she was born in Thailand is she entitled to (dual nationality) and able to get a Thai passport to avoid the need for dependent visa's and extension of stay later on?

You have your answers, and it is indeed NO, people born here to foreign parents have NO right to thai nationality unless as

correctly pointed out one of the parents holds permanent residence status here.

No. As far as i know, unless one of the parents has PR (Permanent Resident) status when the child was born, then the child will get a Thai citizenship...
