Is a child born in Thailand to foreign parents eligible for Thai nationality and passport?

My Fillipino friend's daughter was born here about 4 years ago. She has Fillipino parents who live and work in Thailand,as she was born in Thailand is she entitled to (dual nationality) and able to get a Thai passport to avoid the need for dependent visa's and extension of stay later on?

No. As far as i know, unless one of the parents has PR (Permanent Resident) status when the child was born, then the child will get a Thai citizenship...
