Does a baby born in Thailand to parents on Non B visas need a visa to stay in Thailand?

Asking for a friends...

My russian friend and his wife they are living in Thailand, they both have Non B visa and work permit. Their baby born here and baby have birth certificate that born in Thailand.

Question is, is the baby need a Visa to stay here ? If yes or no what is the rights or details?
