Does a child born in Thailand without Thai nationality need a visa to stay until 12 years old?

Hi, I just wanted to double check something. I recently gave birth to a child in Thailand, he has a Thai birth certificate but not Thai nationality. I heard that he does not need a visa to stay in Thailand until he is 12 years old? So if I were to leave the country with him and reenter he just needs his passport and his Thai birth certificate and translation, but no visa? Just wanted to make sure I have the right information. Thank you!

Without Thai Nationality he needs a Visa. But till the age of 15 years old he will not be fined for overstay and after that till 18 years old fined but not black listed.

He will get the overstay stamps in his passport, but not fined. What the impact is of those stamps in 15 years, as he is recently born is looking in a crystal ball. At the moment only the Consulate in Penang and the Thai Elite Visa checking for overstay stamps.

So if I entered the country with him and he got a 30 day visa exemption, because he won't be fined for over staying until 15 I essentially dont need to keep making border runs with him? It won't matter to the authorities if he's overstayed or could it be recorded and counted against him in the future?
