I visited the local immigration in Nakhonratchasima today and ask them about visa for my 2 years old daughter born in Thailand. They said she doesn't need any visa until she reaches to 15 years of age. I asked them again if she travels out of the country and comes back with no visa on passport will the immigration stop her then they reconfirmed and said NO they will not because she is dependent on me and I am working here.
Any expat here has been into this kind of situation?

No need to do anything for a while as she was born here, but once she leaves she will need to return visa exempt if entitled, or get her an O visa as your dependent and then she can be added to your Extension.
Every foreigner including a newborn baby needs to have an appropriate visa/extension.
A child under 15 years old is just not fined for overstaying (but stamped for overstaying). But it doesn't mean they don't need a visa/extension.
One exception is a new Thailand-born foreign baby, who has a grace period for several years to get a visa, but that grace period will be terminated once the baby leaves Thailand.
