How do I report my residence for the 90-day requirement on a Retirement Visa in Thailand?

I came to Thailand on November 27th on a Retirement Visa. My first 90 day reporting is the 25th of February I am required to report my residence to immigration before that 90 day reporting requirement. If so does it have to be in person or where can I report online. I am in Sakon Nakhon.

I’m in Nakhon phanom my Mrs does the TM30 on line only takes a few minutes for her.

If you're on you're initial Non-O you do not do a 90 day report until you get your 12 month extension. If you're on a 12 month Non-OA then you will be due to report 89 days after entry (from 15 days before that). You report at the Immigration Office where your TM30 is registered (it seems in your case Sakon Nakhon). Some offices do not allow the first 90 day report to be done online to try it early si, if rejected, you have plenty of time to report in person.

as far as I know we have not registered a TM30. My wife owns the house it is in her name she has her Tha Ban Book.

same situation I was in my wife kept insisting that we didn’t have to report to immigration within 24 hours of me arriving. So we never reported to do a TM 30 the first time I went to immigration to get a letter to open my bank account, they fined her/me ฿1000 fine for not reporting within 24 hours when I arrived at the house.

Ask your landlord or owner of the place you live in for TM.30 receipt. Your landlord is the one who is supposed to submit you with TM.30. S/he can do it online or in person. Or you can get the documents from your landlord to do by yourself. Check the user's guide of TM.30 online reporting system (from the link at the bottom of the login window).
