Am I right in saying that I have to do my first 90 day report in person and can do on website thereafter?

TLDR : Answer Summary
Yes, you are required to do your first 90-day report in person to ensure all your details are accurately entered into the immigration database. After this initial report, if your local immigration office participates in the online system, you can then report online for subsequent 90-day checks. It's also noted that someone else can go on your behalf for the initial report.

If local immigration has data base and attached report where you are residing when you get your extension, does one still need to do report in person, or can do on-Line system?

The data bases are not the same, you NEED to file one 90 day report in person to get into the 90 day online systems database

correct, you do one 90 day report in person to get into the data base and then IF your immigration office participates in the 90 day online system you can use it

yes, you are. First time you do in person so all the details get correctly in the database. After that you can use the on-line system.
