Okay so here's the question my buddy and I are in Koh Samui. He has a retirement Visa out of Jonitem where he lives. But his reporting is due on the 24th of this month and he's staying for another 2 weeks. Can he do his 90-day reporting here in Koh Samui.

As others have stated, do it online immediately. If it is rejected he still has time to go to the IO to resolve the issue.

Ask where you are staying if they filed tm30 for you and get the address they used. Then file 90 day report on line using that address. Failing that try filing 90 day report at your home address. As long as both addresses MATCH up you should not have an issue.
First of all, he will need to have had a TM30 filed for him in Koh Samui to be able to report in Koh Samui.
If he hasn't had any hotel or anywhere else file a TM30 for him (they don't tell you when they do it, they just do it since it's required by law) then he can file TM47 online and use his Pattaya address.
If he has a TM30 for Samui, he should be able to do the 90 day report at the address that matches that TM30. If his visa is from an agent, he may run into issues though.
Worst case scenario is he can't file the 90 day report and just waits until his next extension to pay the 2000 baht fine, since it's 2000 baht whether it's 8 days late or 8 months late.
