Besides the elite visa (600K THB for 5 years), there are no other ways to stay longer. The land borders are closed so it's impossible to border bounce

There is no tourist visa amnesty. There is a 60 day extension of stay based on unable to travel due to COVID-19. The last day they are selling it is September 27, 2021. Will it be extended? Maybe, maybe not (but it's not a long-term technique to stay in Thailand).
You can, of course, stay longer if you're retired, married to a Thai national, employed, raising half-Thai children, etc. (but I don't think that applies to you, since you're mentioning tourists).
The only thing you can do is to watch this group for any changes.
There's no visa amnesty nor STV anymore. If you want to enter as a tourist you have the visa exemption for 45 days (30 from next month) or applying for a tourist visa which is 60 days.
