How can I apply for a DTV visa online if my country is not listed on the application site?

to apply for a DTV visa on the [members only] my country is not listed, how can I still send and receive it online, can I for example send the form to the embassy in London without being British?

He then asked a different question about applying via evisa in UK from afar and I was highlighting he needed to be in the UK to use their evisa portal.
