Question about the recent DTV...can you ask it anywhere outside Thailand or only where you have residency?

I ask it because i read conflicting information about this topic

to these countries you mean? I'm in Kuala Lumpur right now, but i'm italian. I will ask them if i can ask this visa in the thai embassy in KL

you can ask if you can apply at the embassy if the country you are in.
