Can I apply for a Thai DTV visa from Canada if my country supports eVisa but I'm not currently in Thailand?

If your country (Canada) supports evisa, can you apply for DTV there while not being there currently but still outside Thailand? I am a resident there where all my utility bills etc go to my address there. Would that be enough? Or is it better to apply at a nearby Asian country?

No, you cannot apply evisa in Canada if you are not in Canada. Evisa only changed the method of submitting the application, it did not change the rules of applying for a visa. So your question basically says "Can I go to the embassy in Canada and submit my application but I'm not there?" That would be impossible. And the rules are the same as that scenario. If you are in Thailand then you need to leave Thailand and go to another country and apply for the visa at the Thai embassy in that country.
