TLDR : Answer Summary
An American applying for a retirement visa in Thailand can add their Chinese wife as a dependent by ensuring they are on a year extension of stay. The wife can then apply for a NON-O visa at a nearby consulate, which is based on being a dependent of someone with a long-term extension.

Generally youโ€™d need to be on the year extension of stay from a retirement visa. Then your wife could go to a nearby consulate and apply for a non O based on being dependent of a person on a long term extension.
