Assuming the husband is already on a 12 month extension of stay the wife should get a 90 day Non-O visa before flying in. If she comes on anything else she'll have to leave again to obtain the correct visa

No idea who they are but they’re misinformed. There is nothing stopping a spouse from getting a dependent visa off of someone with a retirement (over 50) extension. Most offices won’t issue them in country (a recent change to the rules in Phuket seem to allow for this) but the spouse can visit a nearby consulate and get a Non O based on being dependent of someone on a year extension of stay.
sounds good! I just wrote to the Embassy here to ask if I (over 60) can get this based on hubby's (yearly extension) retirement visa . Problem is I am out of the country and hubby is in Thailand -- so what kind of docs would they need from him for me to do this?!
each embassy tends to have its own rules of what’s required for a specific visa type. Look at their website for “Non O visa based on being a dependent of a long term extension holder”.

Absolutely not She would either apply for a visa from the Thai embassy in the country where she lives or apply for a retirement visa if she meets the criteria. I am assuming that is the course she wants to proceed with.
If he’s on a year extension of stay based on being over 50 then the wife can go to a nearby consulate and apply for a dependent visa. If you are using the Phuket office then apparently you can apply in country. If the husband is on the initial non O visa then the consulates generally won’t issue a dependent visa until he is on the year extension.
