I'm american over 50, my Filipina girlfriend is under 50. We arrived March 15 using visa exemption. We have not used the 30 day extension yet. We decided we want to stay indefinitely.

We plan to get the 30 day extension before amnesty expires. I will then apply for 90 day nonimmigrant O visa based on retirement, and later apply for 1 year extension.

Can my girlfriend get a 'dependent' visa if we are not married?

Nope, she cannot. Even if you were married they don't issue in country 90 day Non-O visas based on someone being married to a person on a "retirement" visa. She'd need to get that from another country.

BUT

Seeing as you're not married, she's gonna hafta find her own way to stay that is not connected with your visa/extension
