When applying for 90 days retirement visa from Thailand, what are(if any) the options for the partner who is also in Thailand to be able legally stay until the visa and later the 12 months extension granted?

If you are seeking the in-country non-O dependant (spouse) to Non-O retirement holder(also obtained inside Thailand), the answer would be no. The spouse has to apply for Non-O dependant to a foreigner who is permitted to stay legally in Thailand based on being over 50 at the consulate /embassy outside Thailand.

You can not get a Non-O visa based on being a trailing spouse to a retiree in Thailand sadly
