Unless you're in Phuket (which recently changed policy and now will issue 90 day Non-O visa for reason of trailing spouse to people on retirement visa) no other immigration office I know will do it.
All you can do is ask the immigration office where your husband is getting his visa/extension processed IF they offer it. Otherwise you'll have to find a thai consulate in a nearby country that will do it once he has his year extension.
