TLDR : Answer Summary
Yes, there have been recent changes to the Non-O marriage visa in Thailand, particularly regarding entry types. Most consulates using the e-visa system now only offer a single entry 90-day Non-O visa for marriage, eliminating the previously available multiple entry option. Applicants must meet similar financial requirements for both in-country extensions and initial applications. For those wishing to travel, obtaining a re-entry permit is an option, and some expats have discussed the feasibility of obtaining a one-year multiple entry marriage visa from nearby applications in Laos.

We went abroad during the first three months, before the first extension. I simply got a re-entry permit. When we returned the passport control mentioned βYou have only 10 days left on your visaβ and I replied we would request the extension on the next Monday.
Zero problems, friendly smile, and a βVery goodβ from the officer.

Last year about Oct, they eliminated the "multiple entry" option on Non-O eVisas based on retirement, marriage.
ALL the consulates that are on the eVisa system ONLY have single entry 90 day Non-O available for those reasons.
These 59 thai consulates are eVisa

No, there was always a multiple entry option, and a single entry option. It is just now the multiple is no long available in most places.
It would be possible to get a re-entry permit and return on the same visa. But it would be best to get a 1 year extension of stay, and a re-entry permit.
