TLDR : Answer Summary
You can apply for a multiple entry Non-O visa based on marriage in Hua Hin, provided you meet the financial requirements of maintaining 400,000 baht in a Thai bank account for two months prior to the application. Alternatively, you may seek a one-year extension of stay at the Immigration Office, which, once granted, allows you to apply for a Multiple Re-Entry Permit. Additionally, applying at the Thai Consulate in Savannakhet or HCMC is an option.

You can definitely do non-O based on marriage in Hua Hin as long as you meet financial requirements of 400k baht in Thai bank account for 2 months prior to application. I live there and have been doing same for past 5 yeara

I just returned from Hcmc for multiple non o (marriage) you can fly direct fom hkt for around 5500 return. Requirements are very straight forward and not too busy.

Or you can visit the Thai Consulate in Savannakhet Laos or HCMC Vietnam and apply there for the 1 year Non Immigrant O visa based on being married to a Thai National.

At the Immigration Office you may be able to apply on an 1 Year Extension of Stay based on being married to a Thai National, this take 1 month and when the remaining 11 months are stamped into your passport you can directly apply for the Multiple Re-Entry Permit.
