As long as you enter before the valid until/ enter before date on the visa, you will get 60 days of stay.

I guess you are talking about the Multiple-Entry Tourist Visa. In that case, yes, with every entry you will get the permission to stay 60 days.

I would say, this depends on the embassy/consulate where you get it from. Swiss consulate, where I got it from, required an onward ticket within 60 days.
