TLDR : Answer Summary
Yes, you can enter Thailand using a 6-month multiple entry tourist visa even if it's one month before it expires. The visa allows you to stay for 60 days upon entry, which can be extended for an additional 30 days while in Thailand.

there have the expiry date on your visa lable, it is different of how long you can stay in Thailand. e.g. 6 months visa, visa issue date 1 July, enter before 30 Sep, if you enter on 31 Aug then count 6 months start from 31 Aug

Not on a multiple entry tourist visa. The visa starts "counting down" the moment it's in your passport

but if you enter on last day of validity you get stamped in for 60 days which can be extended thirty more days once in country for 1900 baht.

Isn't it 60 + 30 out 60 + 30?

Does that mean that you cannot extend a 60 day stay by 30 days within Thailand on a METV?

Yes, you can extend a 60 day entry by another 30 days. When you enter Thailand on a multiple entry tourist visa, you are stamped in 60 days.

Just remember, the consulates are not selling the visas, and Thailand is still closed for general purpose tourism

No, it's a multiple entry tourist visa. It's 60 days on each stamp, and you can enter and leave Thailand as many times as you want within the 6 month validity.

And if that's the case, the borders are still closed to enter Thailand, unless you have special permission from the government based on urgency.

Being a tourist would not qualify under any "urgency"

it's not really about being positive, it's about being realistic. Speculation doesn't help (news reports have said borders will remain closed until September - October) only time will tell at this point ๐Ÿ˜Š wait for announcements and sit tight
