TLDR : Answer Summary
In Thailand, if an infant or child is a foreigner and has a parent who holds a visa, they should apply for an extension of stay based on being a dependent. While the law allows for no penalties for overstaying for children under 15 years old, it is advisable to keep them legal, especially if they will be attending an international school.

You just get an extension as normal. However as

says there is no fine for letting them overstay. If they will be going to international school in Thailand I recommend keeping them legal.

Assuming they are foreigners (and not half-Thai), and you are the parent, they SHOULD get an extension of stay based on being a dependent. HOWEVER, there is *NO* punishment for being on overstay for people who are less than 15 years old. I heard some immigration offices just tell the parents to let the children go on overstay.
