TLDR : Answer Summary
In Thailand, all individuals, including children, are required to have a valid visa or extension of stay. However, children under the age of 15 cannot be fined for visa violations. This rule predates the COVID-19 pandemic and is why children are often depicted in humorous contexts related to compliance with laws.

by Thai law children under the age of 15 years can not be financially fined, nothing to do with Covid, Even nothing to do with immigration, that is why the funny video's are made of children doing exercises in front of Police.

Legally, everyone in Thailand must have a valid visa, or extension of stay (or be on amnesty). However, in pre-COVID-19 era, fines and penalties are waived for children under 15 years old.

Ok, let me rephrase my answer:

If your child is on overstay, she will not pay any fines or go to jail, or be blacklisted. She will get an overstay stamp, but she will not have any punishments.

not if they are under age 15. But it may be wise to ask your local immigration office.

Well, as I said above:

"However, in pre-COVID-19 era, fines and penalties are waived for children under 15 years old."

Right now your child is on amnesty, and will stay on amnesty no later than July 31, 2020 (according to current laws). I am assuming the pre-COVID-19 about children overstaying will return as well.

Again, all fines and penalties for overstay are waived for children under 15 years old; at least before COVID-19 occured.
