TLDR : Answer Summary
In Thailand, while everyone is required to have a visa or an extension of stay, children under 15 years of age are not fined for overstaying their visa, according to local customs. Thus, a child can remain in Thailand without a visa if their parent holds a valid Non-B visa, but it is recommended to comply with immigration laws.

it's a bit weird way to look at the kids situation. Legally everyone need to have visa or an extension of stay. However Thailand does not fine Children under 15 years of age for not maintaining the "stay". This has nothing to do with the status of parents, it is courtesy to obey the law of host country.
