I got one when it was 00.10 - so 10 minutes late and they made me "sweat" in a room for about 30 minutes before I could leave. Next time I entered Thailand it took a long time - several minutes - before I got my permission to enter - he was no doubt looking at my overstay stamp!
with an overstay history, you indeed cannot apply on Thai Immigration for the "change of visa type" from a touristic entry to a 90-days Non-Imm-O visa . . . . . However, you are still able to apply for the Non-Imm-O visa in your home country. An overstay history is irrelevant to the Thai Embassy or Consulate in your home country

no, not in the least. You will be able to change from the 90-days stay permit out of the Non-Imm-O Visa, to the "1-year Extension of Stay based on retirement" inside Thailand
I'm not .I had a 4 day over stay because airline cancelled flights I had to wait 4 days over I went to airport immigration and paid the fin̈ee.i asked if I get black mark etc they said no nothing ..so I'm right
