TLDR : Answer Summary
To obtain a multi-entry retirement visa in Thailand, specifically the Non-OA or Non-OX category, you are required to have health insurance that meets specific criteria. The Non-O visa does not necessitate insurance when applied within Thailand, but different rules apply for the initial application, especially if applying for a multiple entry visa from abroad. Recommendations include ensuring your policy covers at least 40,000 THB for outpatient and 400,000 THB for inpatient care. It's advisable to check with the local Thai embassy or consulate for precise requirements before applying.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
Explore recent discussions by using the Non-O Retirement Visa tag in the search box at the top of the page.
If you are already on an entry stamp from Non-O based on retirement and going to apply for a 1-year extension, go to your local immigration office to get a handout of the latest requirements.

If you apply for an "O" visa based on retirement you can then apply for a multi entry for 3,800 baht or single entry for 1,000 baht.
It seems you are from the US, so you apply using the on line system.
For the purpose of visit:
Retirement (pension age 50 or above with a state pension and wish stay inside Thailand for no longer than 90 days there is a insurance requirement of 40.000 Thb outdoor patient and 400.000 Thb indoor patient, which is what most travel insurance offer.
Once inside Thailand during the 90 days you got on entry you open a Thai Bank account, make a foreing deposit of 800.000 Thb, after 60 days but before the 90 days ends you apply for the 1 year Extension of Stay based on retirement and once stamped in your passport, you apply for the multiple Re-Entry Permit so you can travel all you want during that year.
But for Brits it is the same system and same requirements

You need a specific insurance policy if you want to get a multiple entry visa as these: Non-OA (only at the Thai embassy/consulate), or Non-OX (either at Thai embassy/consulate or local immigration office).
Many embassies/consulates require you to have a specific insurance policy for multiple entry Non-O based on retirement/pensioner, too (in case Thai embassy in your home country issues multiple entry).
You are not asked for an insurance policy when you apply for Non-O inside Thailand, but this is not multiple entries, you need to buy multiple-entry re-entry permit.
