Travel insurance only covers you for 60 or 90 day periods out of your home country. You might get a Non Imm O but you wont get the OA visa.

No. For the Non-OA/ Non-OX visa, it must be an approved insurance provider. See

For entry into Thailand to get the Certificate of Entry, it's a possibility, however most have a 15 day waiting period, which is worthless.
