Do I need to submit the TM30 form immediately after moving to my new apartment with my non-B visa?

Good morning. I just got my nonb (90 days and after I get the work permit, for the duration of the contract) visa from Vientiane, and I'm moving to my newly rented apartment today.

Query; Do I need - or the owner for that matter - to go to the immigration office with the TM30 form now or after I get my full nonB?

As far as I know. The owner should sort that out

its usually the owner of house's responsibility but most of the time it's being pass to the one who rent the house.

depends on your local immigration office. some of which requires you to notify them within 24 hours you arrived in your place. some will only ask you to submit them on your yearly extension.
