TLDR : Answer Summary
The TM30 form is a notification to Thai immigration regarding the residence of foreigners, which must be submitted within 24 business hours of arrival. Each immigration office has its own guidelines and may require this report whenever a foreigner changes lodging. For online processing, landlords can use the official extranet portal or mobile apps available for both iOS and Android.

The TM30 is used to let immigration know where a foreigner (you) are staying at. This must be filed no later then 24 business hours after you arrive. Each immigration office has their own requirements, and policies - some require it whenever you spend the night in a place, some require it when you first go to the province, and some only want it once when you arrive in Thailand - ASK your immigration office.
