Do holders of Non-O visas need to report to Chang Wattana Immigration upon returning to Thailand?

Hi guys, my Uncle has been Non-O (Spouse) visa for many years. This current Non-O ends this Dec 2019. He recently went out of Bangkok to settle some family matters. Before exiting he did the re-entry premit. But was told by the immigration officer that he needs to report to Chang Wattana Immigration when he comes back to BKK.

As in my question is that the immigration officer said that every time a foreigner with Non-O visa returns to Thailand they need to report to Chang Wattana Immigration?

Anyone got the same issue here?

Yes sir..it is compulsory for both visa s.non B or non O.when you return back to thailand.you have to report your arrival within 24 hours of arrival.it takes maximum 15 minutes....

You can report at the neareast immigration office.

Im chiangmai.just outside airport is imigration office...

First time I read this, so let's wait for all the others who returned and got the same advice. The only reason for this advice seems to me to report or update his address at Immigration.
